The Urban Criminal Assault Program

 

The Urban Criminal Assault Program (UCAP©) in the direct result of years of field research and analysis conducted by Cornell McCleary. McCleary, former Chairman and Chief Executive Officer of Benchmark Investigative Services. McCleary is also a professional Security Consultant, an Ohio Peace Officer Training Commission (OPOTC) Certified Private Security Program School Commander & Instructor, a Certified OPOTC Basic Peace Officer Special Subjects Instructor, a Private Investigator, former Community & Civil Rights Activist and 610-WTVN AM Radio Talk Show Host.

The field research and analysis relating to the UCAP program centered on evaluating the socio-economic aspects of various urban criminal activities and patterns occurring in Columbus, Ohio, and the subsequent attempted law enforcement responses to such activities. Cornell McCleary's personal extensive involvement in a leadership capacity with numerous community groups, civil rights organizations, as well as considerable experience in grassroots community organizing, enabled McCleary to acquire a multi-dimensional perspective in both evaluating Columbus' urban communities illegal drug sales activities sales and violent crime problems while, implementing viable solutions to specifically identified situations that resulted in minimizing, and in many cases, eliminating such illegal activities.

The shadow components of the UCAP program are the C.C.A.T.F. Suspect Identification Computer Information Network (SICIN), and the C.C.A.T.F. Crime Line. The SICIN is a powerful computer application that uses Microsoft's Foxpro® database program as the computer application. The SICIN was designed specifically to be utilized by private investigative agencies, and community crime patrols.
